Boldron Parish Meeting

Boldron Parish Meeting was established in 1894 and continues to this day.  It now usually meets on the 1st Thursday in April at at other times when necessary.  The earliest minutes of the meetings have been transcribed and are available below.

It should be noted that at these early dates people could attend, vote and be officers of the Meeting if they owned property in the parish as well as those who were qualified to vote because they lived in the parish.

Boldron Parish Meeting Minutes 1894 to 1899

There are numerous names of attendees in these minutes.

1894

A Parish Meeting was held in the old Mission Room on Tuesday the 4th December 1894 at 7pm.

There were present Messrs J Oliver, J Donald, T Thompson, T Alderson, C Alderson, Jas Watson, R Sayer, W Hurworth, W Fawcett, T Swinbank, M Barnes, C Kipling, Jas Brunskill, N Jackson & R J Bailey.

It was proposed by Mr T Thompson & seconded by Mr Newby Jackson that Robt J Bailey be Chairman of the Parish Meeting of Boldron for the ensuing year.  Carried unanimously.

1895

A Parish Meeting was held in the Old Mission Room on the 29th March 1895 at 7pm.

Present – Mr R J Bailey Chairman, & Messrs T Thompson, I Allison, I Brunskill, M Barnes, C Alderson, T Alderson, C Kipling & J S Oliver.

Messrs C Alderson and R S Oliver were re-elected Overseers for the ensuing year.

It was decided that the Chairman issue a precept on the Overseers for the sum of 12/- to meet the expenses in connection with the Parish Meeting.

The Chairman referred to the dangerous state of the foot-bridge over Thorsgill beck and also the approach on the Startforth side when the brook was in flood.  After some discussion it was decided that Mr T Thompson the Rural Councillor for Boldron, & the Chairman use their influence with the Startforth Rural Council to have the defects remedied.

Reference was also made to the money received as rent for Charity land etc in the Parish now paid into the rates, and the Chairman was asked to inquire if the same could not be at the disposal of the Parish Meeting to be given during the severe wintry weather to deserving poor in the Parish.

The Chairman also promised to make inquiries about the Parish Box and contents.

1896

A Parish Meeting was held at Mr Barnes house on the 31st January 1896.

Present – Mr R I Bailey Chairman & Messrs Oliver, Barnes, Coulthard & Raine.

The Chairman reported that he had inquired whether the rent from the parish lands could be at the disposal of the parish meeting, but through insufficient information how & when the lands became parish property, he could obtain no definite information.

Mr Oliver gave notice that at the next meeting, he would draw attention to the dangerous state of the crossing at West Thorsgill & move a resolution thereon.

Decided that the Chairman take possession of the Parish Chest & any documents or books of interest and value to the Parish, the latter to be kept in the Chest, and the Tithe Plan.  Also that a copy of the contents of the Chest be made at the end of the minute book.

Also decided that a Treasurer be appointed at the Annual Parish Meeting.

The Chairman promised to make further inquiries respecting the Parish Lands.

R I Bailey

The Annual Parish Meeting was held at Mr M Barnes’s house on Monday the 30th March 1896 at 7pm.

Present – Mr R I Bailey Chairman and Messrs M Barnes, T Thompson, A Coulthard, J S Oliver, T N Raine, J Fawcett, J Brunskill, N Jackson, Wm Fawcett, T Alderson & J Swinbank.

The minutes of the last Meeting were read and signed.

Mr T Thompson proposed and Mr J S Oliver seconded that MR R I Bailey be re-elected Chairman of the Parish Meeting.  Carried unanimously.

Mr J S Oliver & Mr Chr Alderson were re-elected overseers for the Parish.

Mr Oliver called attention to the rough and dangerous state of the crossing over West Thorsgill, and it was decided that Mr Thompson bring the matter before the District Council with a view to having it repaired.

It was decided that Messrs T Alderson, T N Raine & W Fawcett be a committee to inquire as to the origin of the Parish Lands and report to the next meeting.

Mr T Thompson was elected Treasurer for the Parish Meeting.  Decided that the Chairman issue a precept on the Overseers for the sum of £1 to meet the expenses in connection with the P Meetings.

A Parish Meeting was held on Friday the 11th December 1896 at Mr Barnes’ house.

Present Mr R J Bailey Chairman, and Messrs M Barnes, W Coates, Jos Fawcett, Jas Watson, Jos Allison, W Fawcett, J S Oliver, T Thompson, T Swinbank, A Coulthard, R Kyle, W Hurworth, G Plews, T H Plews, J Brunskill, T N Raine & N Jackson.

The minutes of the last meeting were read & signed.

Mr Raine reported the result of his enquiries with regard to the origin of the Parish lands and also the water supply from Boldron Well.

A vote of thanks was passed to him.

Re water supply to the village – a committee consisting of Messrs T Thompson, N Jackson & T Swinbank was appointed to inquire into the different sources from which a supply of water might be obtained with the probable cost in each case, and report to the next meeting.

The Chairman undertook to see the Postmaster re placing letter box at the Railway Cottages, a daily delivery at North Field by the Startforth postmanand the reversal of the Postman,s order of delivery.

1897

The Annual Parish Meeting was held on Thursday the 25th March 1897 at 7pm at Mr M Barnes’ House.

Present Mr R J Bailey Chairman, and Messrs C Alderson, T Alderson, M Barnes, A Coulthard, T N Raine, J Allison, J S Oliver, T Swinbank, C Kipling, J Highmoor, R Kyle, H Watson, J Brunskill, T H Plews, N Jackson, & J Croft.

The minutes of the last meeting were read and signed.

On behalf of the comt appointed to inquire into the different sources from which a supply of water could be obtained for the village with the probable cost of the same, the chairman reported three sources viz – (1) Tin Well,

(2) Boldron Well, (3) A spring in Mr C Alderson’s field.  The latter was recommended as the most suitable, and the estimated cost about £50.

After a long discussion it was finally decided that the chairman forward the following resolution to the Clerk to the Startforth Rural District Council – “That the present water supply to Boldron being totally inadequate, the Startforth Rural District Council be asked to take the necessary steps to procure a sufficient and continuous supply.”

On the motion of Mr Highmoor seconded by Mr Oliver the Chairman Mr R J Bailey was re-elected.

Messrs J S Oliver & C Alderson were also re-elected overseers.

Decided that the Chairman issue a precept on the overseers for 10/- payable to himself.

Several complaints having been made as to the dirty state of the village generally & the neglected state of the footpaths, it was unanimously decided that the chairman request Mr Thompson the District Councillor for Boldron, to lay the same before the Council at its next meeting.

A Parish Meeting was held on the 8th July 1897 at 7pm in Mr M Barnes’ house.

Present – Mr R J Bailey Chairman and Messrs T Thompson, M Barnes, T Alderson, J Brunskill, T N Raine, N Jackson, Geo Plews, T H Plews, T Croft & T Lowes.

The minutes of the previous meeting were read and signed.

The Chairman reported having written the Startforth Rural District Council enclosing the resolution passed at the Annual Meeting, and read a letter received in reply, in which it was stated that the Council was prepared to put a proper supply of water in the village at the cost of the Parish.

The Chairman also reported he had sent a circular letter to the land and property owners asking them to contribute to the proposed scheme, and that only five favourable replies had been received.

Resolved that he write the Rural District Council asking them to see that the owners contribute their due share of the cost estimated at £50 or thereabouts.

A complaint was made that the “Tin Well” in Mr Barnes’ Field was greatly in need of repairs.

Resolved that a committee consisting of Messrs TH Plews & N Jackson be empowered to engage men to repair the same.

A Parish Meeting was held on Thursday the 11th Nov 1897 at 7pm in Mr Barnes’ house.

Present – Mr R J Bailey chairman, and Messrs T Thompson, N Jackson, C Kipling, M Barnes, T Lowes, J Allison, A Coulthard, R Kyle, T H Plews, J Brunskill, W Fawcett, & T Swinbank.

The minutes of the last meeting were read and signed.

The Chairman reported that he had written the Rural District Council that they should compel the owners in the Parish to contribute towards the proposed water supply to the village.  A letter in reply was read which stated that the council had no jurisdiction over the land and property owners.

It was then proposed that the Rural D C be asked to put a proper water supply to the village, the cost to be met by voluntary contributions on the part of the owners & the balance to be paid out of the rates.

On being put to the Meeting five voted for the proposition and six against.  The motion was therefore lost.

The Chairman reported that the “Tin Well” had been repaired at a cost of 16/6.

1898

The Annual Parish Meeting was held on Thursday the 31st March 1898 at 7.30pm at Mr Barnes’ house.

Present – Mr R J Bailey (Chairman) and Messrs J S Oliver, T Alderson, M Barnes, C Alderson, T Swinbank, W Fawcett, R Kyle, T H Plews, N Jackson, R Sayer, C Kipling, T N Raine, A Coulthard, Jas Brunskill & T Thompson.

The minutes of the last meeting were read & signed.

On the prop of Mr T Alderson sec by Mr Raine the Chairman was re-elected.

Mr T Alderson prop & Mr Thompson sec that Messrs J S Oliver & C Alderson be re-elected overseers, carried unanimously.

An elector complained of the dangerous state of the bridge over Thorsgill on the footway leading from Boldron to Wise Hill.  Resolved that the Chairman report the same to the Startforth Rural District Council.

It was also unanimously resolved that the Chairman report to the same authority the closing of certain styles on the footway leading from the West end of the village of Boldron to Bowes Road via Pearson Moor.

The Chairman was authorised to make out a precept for £! 10s on the overseers to meet the estimated expenditure for the ensuing year.

The Annual Parish Meeting was held on Friday the 24th March 1899 at 7pm at Mr Barnes’ house.

The minutes of the previous meeting were read and signed.

The Chairman presented his financial statement showing a balance in hand of 5/7.

The Chairman was authorised to sign a precept on the overseers for 10/- to meet expenses for the current year.

Messrs J S Oliver & C Alderson were re-elected overseers and Mr R J Bailey was re-elected Chairman.
